California and Michigan County Court Updates

Appriss Insights is closely monitoring daily changes facing clients in the states of California and Michigan. In order to keep our customers fully up to date with these changing circumstances, we will regularly update this page with the latest information we have on redacted DOB in each of these states. State of Michigan

Many of our customers have inquired about delays in Michigan.  Although our court runners are successfully registered, unfortunately it does not equate to quicker TATs.  We are still reliant on the clerks for assistance on DOB verification and each court process is different.  Across the state, we are averaging a 10 day TAT for records.  If there are any changes to this development, you will be made aware. 

• Kent, Monroe, and Saganaw: 6-8 week TAT
  
  Court Fees
  Counties are beginning to charge fees for DOB Verification. 
   
  • Hillsdale District Court: $5.00 per name + $2.00 ROA copies(effective 07/15/2022)
  • Oakland Circuit Court: $1.00 per case (effective 07/15/2022)
  • Oceana Circuit Court: $5.00 per name (effective 07/21/2022)
  • Oceana District Court: $1.00 per page (effective 07/21/2022)

We are still offering the Michigan Statewide option as well. 

The Michigan iChat is run through the Michigan State Police. We can provide this product via Synaptec!

 The criminal history record is compiled in accordance with Michigan Compiled Law 28.241. - 28.246. The record includes personal descriptors regarding the person and information on felony and misdemeanor arrests, charges and convictions. The record is compiled from information provided by Michigan law enforcement, prosecutors, courts and prisons. Michigan law enforcement agencies are required to provide fingerprints and arrest information when a person is charged with an offense punishable by over 93 days, which includes all felony and the serious misdemeanor offenses.

As California continues to move forward with the redaction of PII from online and in-court PATs, we will face some challenges in volume-heavy and remote areas.

Data-Only Court Research 

 Our Synaptec data-only service is still processing orders with limitations — we can only provide the readily available information that is provided online. This means you may see partial DOBs or limited case details for automated data only results going forward.    

 We do offer full DOB/record verification for California via our fully verified court research services.  Please contact your Customer Service Representative or Partner Success Manager if you would like more information on service level options available in this county.  

Standard/Enhanced/FCRA Court Research  

 These counties in California have removed full DOBs from their PAT. Only a name and year of birth (YOB) is readily available for identifiers on cases. Addresses were removed from the PAT in 2020. Clerks of court may or may not assist with DOB verification in person or via USPS mail for a fee.  Appriss has a runner to obtain full DOB verification in the courts to avoid unnecessary fees and expedite TATs.   

Appriss would like to work with you to best service your account.   
 
We have two options available for this county:   

• Identifiers returned: Name on file and partial DOB — YOB; this will yield a faster TAT   
• Identifiers returned: Name on file and full DOB. This process will extend the TAT for this formerly Synaptec full-extraction county. We will not be adjusting any additional fees for this service but there is potential for this to happen based on data that we’ll gather while fully-assessing the impact of the court’s change in ID access.   

 
If the county rescinds the order to redact the full DOB, Appriss will contact you with that information. At this juncture, the clerks have indicated that this is not a decision that has been considered for the future.
