Appriss Insights is closely monitoring court closures and access restrictions nationwide and has proactively implemented a variety of contingent processes to maintain the level of service that you’ve come to expect. Even with these contingencies in place, you may see a degradation of service in certain regions as government officials continue to close or curtail access to government offices and online systems which impact our ability to provide court research services. 

In order to apprise our customers of current closures which may affect our court research services, we are updating this page regularly with information on court closures and possible delays. Please note that while we are providing the best available information we have, due to the ever-changing nature of events related to COVID-19, accuracy is not guaranteed.

Los Angeles CA 6/15/2020 N/A MEDIUM Courthouses are now implementing new safety protocols, and will be allowing the public to enter via appointment. We will continue processing searches, but please be advised that we still anticipate delays as access remains limited.
Marin CA 02/22/2021 TBD HIGH

Court records department is currently closed. We are able to process clears. Clerks are assisting to verify DOBs on possible cases and provide case info as they are able. There is an extremely large backlog that is being worked through. Please expect severe delays. Clerks are strictly working in the order they were received, we are completely at the clerk’s mercy here. 

Please be advised, Marin court clerk has informed us that the TAT to verify DOBs on possible cases as well as providing case summaries has been extended from 4-6 weeks to up to 12 weeks. According to the clerk, unfortunately COVID has impacted the operations at the court and they only have one person in the records division.

Santa Clara CA 02/22/2021 1/4/2021 HIGH

Initially was to reopen today, however, as per court official, the court will remain closed with no estimated reopen date. However, clerks are now allowing VERY limited access in 15 minute increments. Clerk services remain closed, therefore anything requiring clerk assistance cannot be processed. Delays should be expected. We will provide updates as they become available.

Stanislaus CA 02/22/2021 03/2021 HIGH

Court has closed. We are able to process clears at this time, however, anything with possible records will be affected. No reopen date available at this time. Court will no longer assist with verifying DOBs on orders with possible records.

Counties throughout the state are either closing or are severely limiting public entrance. We should expect significant delays in processing, particularly in areas that require clerk assistance.

We have confirmed that the following courts will be closed to the public: Mariposa, Sacramento, San Luis Obispo, San Mateo, Santa Clara

Update 02/22: Mariposa is now open to the public. Delays should be expected.

All DC 1/19/2021 TBD HIGH In response to the COVID-19 pandemic, courts will now be closed to the public. Our local partner is working directly with court clerks to verify case information. Only orders that have potential records will be delayed, as they now require clerk assistance.

ALL DE 1/19/2021 N/A MEDIUM Courts have resumed Phase 2 of their reopening plan, and are allowing limited visitation for the public. We will continue to process orders, but please be advised that we anticipate minor delays.

Cobb GA 02/15/2021 N/A MEDIUM PAT is fully functional again. Please expect delays as backlogs are being worked through.
Gwinnett GA 1/19/2021 TBD HIGH Court is open, however, the main PAT has been removed from all computers at the clerks office. Clerks did not state if/when they will be replacing. We will provide updates as they become available.
Hall GA 1/5/2021 N/A HIGH There has been a ransomware attack in this county. Parts of the case details were completely lost, therefore, many searches require clerk assistance to pull files. With Covid closures and reduced staff, clerks are assisting when they are able. Please expect major delays in this area.
Multiple GA 02/25/2021 TBD HIGH Glynn: State court closed, still processing clears and records, any search requiring clerk assistance is currently being placed on hold.

CLOSED: Clayton, Cowetta, Dekalb, Echols, Gordon, Jasper, Johnson, Rabun, Richmond, and Whitfield 

DELAYED: Berrien, Brooks, Cook, Haralson, Polk, and Walton are operating with appointments only at this time.

REOPENED: Clay, Marion, and Turner have now reopened. Please expect delays while backlogs are being worked through.

Multiple GA 11/23/2020 TBD HIGH In an effort to reduce public exposure to COVID-19, courts in these counties will continue conducting only essential in-person business: Banks, Bibb, Chatham, Chattooga, Emanuel, Fulton, Hancock, Murray, Troup, Whitfield, Wilcox. On requests that require clerk assistance, we expect delays to continue. Gwinnett has now opened on a very limited basis. We are processing this county, but delays should continue to be expected.

The Supreme Court of GA has once again extended their judicial emergency until December 9th, and we are monitoring this state closely for updates. You can read the order by following the link below.

Mason KY 02/25/2012 N/A HIGH Mason county PAT is currently down. IT has been notified and is working on correcting the issue. We will provide updates as they become available.
Washington KY 2/15/2021 TBD HIGH Court has closed and has no public access. Court will remain closed further notice.
Multiple KY 02/25/2021 Multiple HIGH We have been notified that due to the increase in Covid 19 cases in Kentucky, the Administrative office of the Courts (AOC) sent down an order to all the county courts that access will be severely restricted until further notice. Per the order public access is no longer allowed. This being said, certain counties still allow researchers to make appointments to utilize the Public Access system (PAT) while other courts are interpreting this order as NO public access. We will provide updates on jurisdictions as they are available.

-CLOSED until further notice (NO access): Allen, Clay, Edmonson, Fayette (until April 1st), Hardin, Hopkins,  Lyon, Mercer, Nelson, Owen, and Simpson

-CLOSED until no longer labeled as "Red Zone": Gallatin, Knox, Laurel, and Union

Court remains closed, however, clerks are assisting with completing CLEARS ONLY: Boyd, Madison, and Perry

ALL KY 11/23/2020 TBD HIGH Due to the increasing spread of COVID throughout the state, the Chief Justice has issued new guidance for court operations. Counties that are in COVID "Red Zones" are encouraged to halt all in-person activities, and are advising clerk's offices to close. Currently, there are over 50 counties affected, limiting in-person access, or only allowing searches to be performed with clerk assistance. We expect delays throughout the state.

As a result, we anticipate significant delays in processing throughout the state, and counties affected by this guidance to fluctuate on a weekly basis. A list of these Red Zone counties can be found by following the link below.

Red River LA 1/26/2021 N/A MEDIUM Court has reopened, please expect delays while backlogs are being worked through.
Multiple MA 1/19/2021 N/A MEDIUM The following courts are closed, however, we do currently have limited access in the following counties: Bristol, Hampden, and Middlesex. Delays should be expected in these areas.

Suffolk: Court is closed to the public, however, they are assisting when they are able. This court is currently extremely short staffed, therefore, severe delays should be expected. 
ALL MI 1/6/2021 N/A HIGH In response to the spread of COVID-19, courts in MI are taking measures to limit public exposure. Following the governor's stay-at-home order, all courts are operating with essential staff only. In areas that require clerks to assist with searches, delays should be expected. We are continuing to process orders in areas with remote access, where our researchers are able to access PATs in courts, and where clerks are willing to assist.

Please be advised that the District Court in Branch had closed due to COVID exposure in the courts. They are once again open, but access is limited.

Multiple MS 11/5/2020 N/A MEDIUM In response to the spread of COVID-19, courts are taking measures to limit public exposure. However, almost all courts are now open on at least a limited or by appointment basis. We will continue to expedite our pending orders as much as possible, but we still do anticipate longer than normal TATs. 
ALL NJ 1/19/2021 N/A MEDIUM All Superior Court locations are continue to remain closed to the public. We have been granted access to the new remote portal, and are processing on a limited basis. The new portal does have require an increased fee for use, so please contact your account manager for more information.

Hardin TN 02/18/2021 N/A MEDIUM Court is partially open, however, the staff is still dealing with Covid. Visits to the court are being limited. Delays should be expected. These conditions are expected to continue until at lease April.

Orange TX 12/16/2020 TBD MEDIUM District Court office is closed, any search requiring clerk assistance cannot be processed at this time. Circuit Court is fully functional.
ALL WV 02/18/2021 TBD HIGH Most courts have resumed in-person operations. While we expect researchers will once again have access to conduct research, we also expect TATs will be extended until we are able to process the backlog of orders from the closures as many searches require clerk assistance. We have confirmed that Hampshire, WV has closed to researchers again, but clerks will process requests for a fee. We have also learned that Logan county has closed due to COVID-19 exposure in the courts. Braxton county is now requiring a notarized release from the individual being checked.

REOPEN, however, delays should be expected due to requiring appointments or working through backlog: Boone, Kanawha, and Upshur
